Not just any glue will do

The type of paint, type of support and the intended surface sheen of a painting or painted object will in part inform the conservator as to the type of adhesive that is most appropriate for the stabilization of a flaking paint layer. This decorative folk painting on an unprimed wooden panel is quite different from an oil painting on canvas and I will probably choose from a completely different selection of adhesives than that which I utilized on the little landscape described here.
