Creatures or accretions?

This circa 1835 portrait by Thomas Badger is painted on a wooden panel. I am readying this painting and its partner for a forthcoming exhibition and was asked by the owner to remove the white spots of what was presumed to be a mold growth. Initial cleaning tests to remedy the affected areas showed no results whatsoever. Examination under magnification show a crystalline structure. Is it something extruding from the structure of the painting layers? Is it something that has accumulated on the surface and has eaten it’s way into the paint causing irreparable changes? Is it an inherent vise of the painting itself, made up of layers of organic materials precisely applied but possibly containing faulty elements?
